When Motorola split in 2011, this half kept the land-mobile radio business that sells to police, fire, and public-safety agencies, and it has spent the years since adding video security, dispatch software, and command-center systems around that installed base. Public-safety radio networks are procured on long municipal cycles and replaced rarely, which produces recurring maintenance revenue and very high switching costs. Acquisitions in video surveillance broadened the product set sold into the same buyer. Government budgets rather than corporate IT spending set the demand curve. Headquarters are in Chicago.
